Invite him to play
A simple rope will suffice to get the cat's attention. Move her at a more or less rapid pace first so that she fixes your gaze on her, and when she gets closer, start playing with her. Go alternating the fast movements with the slow ones; leave the rope on the ground for a few seconds and as soon as you expect it, pick it up again.
If you don't have strings, you can play with the cat with a toy or aluminum foil ball (it needs to be at least the size of a golf ball).
Offer cat treats

Aside from making sure he has food and water freely available, it is highly recommended that you offer him treats and / or wet cat food (cans) from time to time.
