Since it is impossible to know in which situations all cats meow, I am going to tell you in which situations the ones I know, and those who live with me, meow the most:
- As greeting: either because you enter the house, or because he is the one who enters.
This is a short meow, something like "meow" in a normal tone of voice. - Asking you to give him something: If you start giving it a can of wet food every day, more or less at the same time, the cat will meow as soon as it sees you asking for it, just at that time you give it to it.
This meow is longer than the previous one, and somewhat more acute. It is usually accompanied by rubbing against the legs. - Looking for pampering: for example, a shy cat but that enjoys being petted and little by little trusting you, meows while looking at you with narrowed eyes.

What happens if it doesn't meow?
If it is a healthy cat, nothing happens. These cats only meow anyway if they have a good reason to; and those that don't, may be very shy or simply born that way, without the ability to meow. There are others who have a very low tone of voice, so low that they are barely heard.
